2 ways:
go to https://linux-libre.fsfla.org/pub/linux-libre/releases/ and download a archive of any kernel version you want
or
emerge gentoo-sources and curl the deblob scripts for your kernel version, so for 6.1.41 you would download deblob-6.1 from https://linux-libre.fsfla.org/pub/linux-libre/releases/

by default gentoo only installs free software, but sometimes use flags can enable nonfree parts, so put -proprietary-codecs and any other use flag that enables nonfree parts in either make.conf or /etc/portage/package.use to disable it, depending on if it's for just one package or all
