historically, operating systems and their kernels had the same name, unixs binary is /unix, same goes for bsd (/bsd, /netbsd, etc), msdos has MSDOS.SYS, linux comes from the era.
and GNU wasn't only on linux, GNU existed 10 years before linux was existed, people on BSD and solaris used to use bash and gcc, so calling something GNU would be vague (are you running a linux kernel, are you using it with BSD, are you running HURD) and so it is much better to call it linux or GNU/Linux rather than GNU.

an operating system IS a suite of programs, maybe some of them are low level like glibc and gcc, but they are till just programs (or libraries to help programs) see pic2

I'd say systemd is pretty close to being an operating system, they have an audio server, display server, and a "suite of basic building blocks for a Linux system" (systemd), freedesktop.org/linux anyone?
