Contact Apple Support. Reach out to Apple Support and claim that you recently purchased the iPad from a legitimate source but cannot access it due to the previous owner's iCloud account. Manipulate them into believing your story and convince them to help you unlock the device. It usually works for me and should work for you if you're good at social engineering.
