The same way a computer running gnu can be locked with a password. Open Source does not place any limitations on how the software can restrict the user at runtime.
And it's trivial to unlock it (on most phones), you just go in to settings and press a button.
This is equivalent to having a bios password on your computer. its useful to protect thieves/police from overwriting your firmware with a rat or keylogger.

Well yes, but no thief, probably not even the police is going to go to the effort of cracking open your phone, desoldering the flash chip, and flashing a new bootloader. Newer phones might have security chips that would prevent this from happening in the first place.
